That last bit is a misstatement, it's of course possible to play a
convincing jazz solo following the rule, it's just somewhat
restrictive.  I recall Chase Sanborn at a recent ITG seminar
demonstrating a perfectly convicing solo over the chord changes to
"There Will Be Another You" using only the notes in an Eb major scale,
for example.

My point here was that most accomplished jazz players use a variety of
other devices to stretch this rule to make their solos more
melodically and rhythmically interesting (and these devices are often
directly related to the tools used by composers).
