I have used both and it depends what the engagement is and what you are
playing.
I have had a bass trombone in place of the tenor trombone with a tuba
That can work very well with the right player.
One quintet I play in has tuba/helicon with bass trombone/euphonium/baritone
as an option. Thrumpets double on Bb/Eb cornets so there is a great variety
of sound options.

I don't have personal experience with this, but
I'll reply anyway. :)
I prefer the sound of tuba in a brass quintet,
and I think most quintet music was written with
its sound in mind.
As good as the American Brass Quintet is, I would
like its sound even better with Tuba instead
of Bass Trombone.
Just my opinion, though.
