Graham makes an excellent point:

"The free maintenance by university techs is worth far more than the server
itself."

I would be inclined to let the university techs spec and purchase the
server.  My experience with trying to save a few dollars is that it
alienates the techs and then they go out of their way to demonstrate how
flaky that cheap server is.
