Household rubber cement and cork from the local hardware store is what I  
use.  I had a set of Exacto knives and slice the cork freehand.  The  only other 
thing I like to do is sand off the edges to bevel them a  little.  It makes 
the edges less likely to crumble or break.  I fix  the corks in place with fat 
rubber bands while the glue dries.  It took me  a while to get the technique 
down, but it works.  I got to practice on  about two dozen mutes from the stash 
of a friend who died.  I was able to  raise a few bucks for my old friend's 
wife.  It was kind of a combination  therapy session and fun chore.
 
A lifetime supply of cork from a huge roll is pretty cheap.  I just  try to 
keep all my supplies in place for the next time I need them.
