I would personally never sand a horn.  You can get so called aircraft paint stripper at an auto parts store, but it is caustic and ought to be used carefully outdoors.  Some people try bathing the horn in scalding hot water and other processes.  I have done both, but would never sand a horn of mine.  I guess my principle is, it is easy to take metal off of a horn, but hard to put it back.

Thinking about taking a '50's era Olds Super down to raw brass.
It's has varying degrees of finish - mostly deteriorating.
Do I risk any potential damage to the playability at all?
Best method: Wet sand the lacquer spots that are left?
