Right.  What I know of Jacobs (all admittedly 2nd hand), he emphasized that
air was just the *fuel* that keeps the lips vibrating.  The only thing that
produces *sound* is the vibration of the lips (of course).

Reviews of Herbert Clarke's performances, in which the reviewers remark
about his seemingly limitless supply of air, underscore the importance of
breath *control* (not necessary pure *volume* or strength).  That being
said, it goes without saying the *control* requires physical strength and
mental concentration.  

I think sometimes we confuse strength with force.
