Second the vote for an Ambassador, whatever it costs.*  They aren't pretty, by most people's standards, but the ones I have played will stand up well to current instruments.  

I have one that I bought for $100 several years ago.  I don't play it every day, but slip it into the bag pretty regularly.  It is a fun horn.  All I did to it was strip off the rest of the lacquer, add a leather hand grip and a pony-tail twistie for a low tech third slide return.

...or try eBay and look for an Olds Ambassador.  You should find one in this
price range -- they're very good student horns and are relatively cheap
because of the size of their production runs.   I still have my trusty 1961
Ambassador, and while I don't play it that much anymore it still plays
extremely well (no, not interested in parting from it - sorry - sentimental
value).
