I think that almost all large manufacturers make their own valves.
The only people that use to buy valve sets from other is the small production makers, such as Lawler, Laskey-Pinc, myself... The reason is not that making valves is a difficult process. You only need a metal lathe (small) to do the job. The question is that it use to take LOTS of hours (I made a few with good results in about 35 hours, but I will use Getzen valves) so, How much should cost one of these custom trumpets if all the job is done at the workshop ??? Could be unreachable for almost everyone.
Also, I must say that I make my own tubing for my natural trumpets, made from sheet brass and wrapped around a steel mandrel and then passed trhu a die. Can you imagine how expensive could be a modern trumpet if it would be made with hand made tubes ???
Best wishes !!!
