Richards book really doesn't clearly outline the relationship.

Selmer USA was never a branch of Selmer Paris. It was founded in 1904 by
Henri Selmer's brother Alexandre, a professional clarinet player
(soloist at the Cincinnati Symphonic Orchestra), as a trading company
aimed at distributing his brother's instruments.
In 1910, Alexandre Selmer came back to France and left his company to
Goerges Bundy. (read the full story at
