I agree with Jim Olcott:
" For any retailer of sheet music, to
 send out a piece "on approval" is rough..."

It's another sign of the times. As a young trumpet student in the PA hills, 
I received, monthly, a large box of music on approval from Volkweins in 
Pittsburgh shipped to me at no charge as long as I returned the stuff I 
didn't want to buy. I read through as much as I could and sent most of it 
back.
