Writing Phil is a great idea. However it might not be good to visit him
unless he agrees to the visits ahead of time.
Visiting at a penal institution is not like visiting at a hospital, though.
I volunteer at the local county jail each week, which is obviously different
from a federal facility. However visiting inmates at the jail is strictly
regulated, both in visiting times available and access, as well as numbers
of visitors allowed. About three times a week there is a l-o-n-g line of
visitors outside the local jail, awaiting their turns to get in to see their
loved ones.
Ask Phil's permission to visit via mail first, and if he agrees, then call
the facility before going.
If you write to Phil, you might include a self-addressed postcard for him to
use to reply.
