Just an additional note for reference:

Here locally, you cannot mail stamps or pre-postage envelopes or cards to an 
inmate.  If you do, the letter will be delayed, or may not reach the person 
at all, so if someone is going to write him, you may want to check the 
policies of the facility where he is being held before including anything 
with postage on it.
