I loved your post.  This is exactly what I was saying before.  I don't care
what we call people who have started up on their instrument after a long
absence.  The point is that they have made the decision and the effort to
pick it up again and to make music with other people. 
This whole discussion was started by someone who was asking about joining a
community band and not knowing if he was ready for it or not.  We all said
that he should "go for it!"  
Keep up the great work you are doing to have people of all ages and
abilities play music together.
