Yes.  And some are much worse.

And some are much better. My Yamaha Chicago Bb and C have unbelievably 
good intonation.

   I think it is relatively easy to get a false sense of "in tune" if 
you spend hour after hour training your ear to accept the intonation 
your horn naturally provides.

I suspect Mr. Davidson was implying that most notes need to be
"played" in tune.  I'm sure most of us have had the pleasure of playing 
next to someone who only adjusts the low C# and D and is seemingly 
satisfied with whatever else come out of the bell.

I know because I used to be one of them.  I almost had a heart attack 
the first time I played with a tuning CD. :-)
