Yes. Start by learning to do it with a small straw. Then up it to two
straws. By then you should be able to do it by blowing through the lips into
your hand. Transfer to the horn and buzzing can take some time.

Basically, you blow air into your cheeks - expanding them, close off airway,
inhale while blowing excess air out of your cheeks. This all happens in a
smooth manner while sustaining a pitch. Some really good at this can also
change notes while doing this.
