Well.. people can always quit, and find work elsewhere.

Plus, a manufacturer has all kinds of options to "compensate" for modifications on their budget and/or balance sheet.  An increase in expense on one line, can be compensated by decreasing expenses on other lines (for example), and this can affect quality...

I don't know if any of this is the case, but my point is that it's not as simple was whether they are allowed to lay people off, or not.
